For TurboCAD Pro Platinum, Deluxe and Expert: 

Got to Tools > Workspace > Customize > Options tab > You will see the two slide bars against Toolbar Icon size and Other icons size. Move this slider right or left to increase or decrease the size of toolbars icons. 

For DesignCAD: 

Go to Options > Options > View tab > check mark 'Use Large Icons'.
