You can create the title block by using the table tool, after creating the required table convert it to block.

2. You can also change the row and columns of the table and can edit the text according to your need.

3. After the modification, convert the table to block, and your title block is ready.

For reference, you can open the template file (A3) in TurboCAD, title block will be available to you in the paper space.
