This is not an issue.

Please try extracting the file using winrar/Winzip software.
Download Winzip here: http://downloads.imsidesign.com/Corel/winzip18-home.exe 

Extract it to desired location by Right-Clicking on the downloaded file and then choose Extract to TurboCAD_2019_22.3_x64.exe\. 

After its finished, open extracted folder and run the Setup.exe file.
