1-Open attached paper_space_scale.tcw file.
2-Go to Paper 1 and Paper 2 they've Scale Type Absolute and Scales are 1:2 and 1:5.
3-Save as this file to .dwg format and close this file.
4-Open that saved .dwg file.
5-Scale type changes to Architectural and Scales changes to 6"=1'-0" and 1.000000 : 5.000000.

Reason:
1. The DWG drawing has not the type of scale for paper spaces only for the model space. So the type of scale from the model space applied to all paper spaces during export to DWG.
2. Values of scales for paper spaces are equal in TCW and DWG:
1:2 = 6"=1'-0"
1:5 = 1.000000 : 5.000000.
