Solution:

RedSDK is separate add-on plug-in with TurboCAD 2018 and doesn't come pre-installed / incorporated. In place of RedSDK, now LightWorks acts as built-in render engine.

In order to activate RedSDK rendering, you need to purchase and install it with TurboCAD. After installation, all RedSDK settings will be enabled.
