First, check to see if Windows Defender is preventing the creation of the folder. Open Windows Defender Security Center and navigate to the following:
- Click Virus & threat protection
- Click Virus & threat protection settings.
- Scroll down to Controlled folder access and temporarily switch to the OFF position.
- Try the installation again.
If the Error 1317 still occurs try these additional steps:
- Create a new local admin user on your computer (follow these steps if you have Windows 10.) Please use these steps for Windows 8 & 7.
- Retry the installation in the newly created local admin profile.
- Verify that your product launches and activates successfully.
- Switch back to your existing user profile and test to see if your product is working as expected. If not, you may have a permissions related issue or something wrong with your user profile.
