Press Windows-R and run 'cmd.exe'. In the resulting command window, run these commands:

C\Program Files\IMSIDesign\DesignCAD 3D Max 2019

dcad28x64 /reset

dcad28x64 /clear

dcad28x64 /new

Now restart DesignCAD -- it should have reset to 'clean' defaults.
