1) You can use default menu path: "Insert / Picture / From Image List"

or use "Insert / Picture / From File". These two options use the "upper-left" to "bottom-right" as insertion points.

2) You can drag an image into the drawing from the "Image Manager Palette", provided there is an image present in the list. As you're dragging, you will have to define either its "Width, Height or PPI" first in the Inspector Bar, then place it into the drawing. It uses the center of extents of the image as the placement point.
